Government’s Plan for Insulation in Rented Homes

The government’s Household Energy Management Strategy published on the 2nd March 2010 sets out its plans for meeting its target for a reduction of 29% in carbon emissions from the household sector.
The strategy sets out plans to ensure that by 2015, every household will have installed loft and cavity wall insulation where it is practical to do so. This has had an enormous effect in the rental world, because the strategy plans to make it illegal for rental properties without loft and cavity wall insulation to come on the market.
These plans have been criticised in some quarters, and Ian Fletcher, director of policy at the British Property Federation, attacked the document as a piece of electioneering landlord-bashing.
He states that whilst we do indeed to improve the energy efficiency of homes, the proposals are ill thought out, not least because it will be extremely difficult to check whether a property meets the minimum level of insulation required before it can be rented out.
Instead, he says, the focus should instead be on encouraging landlords to improve the energy efficiency of their homes by providing incentives, and ensuring that landlords are aware what’s available.
